  2. What is the purpose of the windmill on top?

    Looks like a way to reduce an already dubious aerodynamic shape.

    Mind you, the notion of perpetual motion does have an appeal.

  3. The windmill on top is for when it’s stopped (I believe it folds away for travel). Also I understand this is a low speed car, so aerodynamics are not so important.
